The Isle of Man is a small island in the Irish sea between England and Northern Ireland. It's a self-governing crown dependency, meaning it's not part of the United Kingdom, but is a possession of the Crown, so the United Kingdom is responsible for the Isle of Man.
The Isle of Man has a population of roughly 85,000, and has a culture influenced heavily by Gaelic, which includes its language. So it'll come as no surprise that Manx names are similar to many of the other Gaelic and Celtic languages, but there are plenty of differences too. Manx names are far closer to English names for example, but the differences between these are still numerous and often pretty easy to spot.
